Not necessarily, but it depends in what SITE (click on the word "site" on the top hand corner of your page) you are going to upload on. If you chooose Japan and upload a video in Japanese you do have a chance to get a video featured on the Japanese YouTube site.
Naturally, the American site if most competitive.
